KERANGKA KEBIJAKAN KEPEMUDAAN DALAM PERSPEKTIF PERILAKU PEMUDA KABUPATEN CIANJUR SEBAGAI PEMETAAN DASAR-DASAR BEHAVIORAL TRANSFORMASI PELAYANAN KEPEMUDAAN

Abstract
Penelitian dengan pendekatan kualitatif berbasiskan analisis data sekunder ini bertujuan melakukan penyelidikan terkait dasar-dasar behavioral dari transformasi pelayanan kepemudaan yang lebih realistis dalam menunjang tahap perkembangan pemuda terutama pada transisi adolesens yang penuh dengan gejolak. Adapun hasil penelitian ini telah memberikan proyeksi behavioral sebagai dasar dari transformasi yang harus dimanifestasikan ke dalam pelayanan kepemudaan yang relevan dengan kebutuhan perkembangan pemuda sebagai berikut: (1) Bagian krusial dalam proses pembangunan pemuda yang konstruktif tidak lain membangun kerangka kebijakan sebagai pengaturan hubungan harmonis antara pikiran, pengalaman dan emosional sebagai representasi bagian internal dari perilaku itu sendiri yang dapat diobservasi secara konkret. (2) Karena perilaku hanya dapat akurat dipahami dalam korelasinya dengan perilaku lain sebagai penyebab proksimal akselerasi penguatan dari perilaku tertentu, maka kerangka kebijakan harus memungkinkan pemuda terlibat langsung dalam program variatif sesuai kebutuhan dengan alokasi waktu tertentu. (3) Karena Classical Conditioning sebagai intervensi psikologis dapat memberikan pengaruh terhadap tindakan dalam taraf signifikansi, maka opsi pengaturan default kebijakan dapat dipertimbangkan melalui mekanisme relasi kausalitas dan seleksi dari default kebijakan kepemudaan sendiri. (4) Secara natural lingkungan perkembangan dapat mendorong perubahan perspektif, perilaku dan tindakan, maka kerangka kebijakan kepemudaan yang transformatif harus memuat kombinasi antara perilaku dan relasi fungsional dengan lingkungan perkembangan melalui pengkondisian artifisial. (5) Menimbang pada model berbasis intensionalitas perilaku merupakan responsivitas terukur, maka kerangka kebijakan harus menjadi stimulus natural terhadap potensi keterlibatan sebagai respons yang dikondisikan melalui intensionalitas. Sementara implikasi dari penelitian ini, akan memberikan tumpuan behaviorisme yang relevan dalam membentuk Design and Development Research pelayanan kepemudaan yang sesuai kebutuhan perkembangan pemuda di masa mendatang.
